If i use a voip service on my cell phone like justvoip, do I get charged my regular cell minutes?

My Nokia E71 has voip hardware installed and I thought that any voip calls would be made through my cell phone’s wireless connection thereby not costing me minutes on my phones talk plan. Is there any way of getting around getting charged daytime minutes for VOIP calls?
Hi again…just spoke with my Wireless provider (Rogers in Canada) and they said that they do charge you your daytime cell minutes for VOIP calls. Man, even when it’s over a wifi connection, they’re able to sting you. Any different in the U.S.?
