can i be able to create a voip network my self ( as an invested business) if i specialize in ccna?

I am interested to live in Australia, thus i want to create a voip calling service there. Now i am not sure of there are any individual courses for voip or completing ccna or similar networking courses will help me set up a voip network for my self.

PLease do advice me peoples.
