Why doesn’t Congress become more Carbon neutral by video-conferencing?

Think of all the money, fuel and oxygen that would be saved, just by stopping Pelosi’s plane from having to cris-cross the country every week? They wouldn’t need to run around all over the place to different committees, and the Senators and Congressmen could spend more time talking to constituents instead of Lobbyists in DC.
Maybe they could meet in-person quarterly?
